[fprint] FPrint - read from image file

Cole, I have tested the NBIS code, with bmp image as input.  My setup has:
bmread + mindtct + bozorth it is giving me good results, so I am positive
about my main application calling the required NBIS functions. I dont think
fprint has the ability to read in bmp images or anything. It is meant to
read in images from sensors directly. For image formats like jpeg or gif,
you will also need to call the decoder APIs - so testing with bmp is easier.
