Yes. It was intentionally made this way to make sure that all drivers 
are open source and kept within fprint.

Since then, people have made solid arguments as to why fprint should 
support some kind of image input, technical arguments which should 
clearly be prioritised over political ones. So this may change in 
future. But right now I don't have much time for development.
